Applying for a home

We welcome applications from all people who share the Tenant Board’s vision and who want to help make Bushbury Hill a happy, healthy and vibrant place in which to live.

Who can apply?

You have to be entitled to hold a council tenancy, if you are not sure if this applies to you then please contact us.

How popular is Bushbury Hill?

Since taking on management of Bushbury Hill in 1998 the Tenant Managers have made Bushbury Hill a place where lots of people want to live. Our success is reflected in the popularity of the estate with more than 100 applicants, on average, for every available home.

How many homes are available?

Bushbury Hill is a settled community with some families having lived in the area since the estate was built in the 1920s. Bushbury Hill EMB seeks to maintain and support the community by providing homes that people want to stay in and raise their families. In a typical year we will only have 25-35 homes become available to let. Most of these will be 3-bedroom family houses with smaller numbers of 2-bedroom houses, bungalows and flats.

Mutual Exchange/Homeswapper

Mutual exchange is an excellent way for tenants to move to a home or an area that suits them better. You can apply for an exchange to another council or housing association property, it does not need to be in Wolverhampton. If you have found someone that you would like to swap with, you must first obtain landlords consent. Tenants for both properties must complete our Mutual Exchange Form.

HomeSwapper is a service that helps tenants find other tenants to exchange homes with. To find out more and to join go to www.homeswapper.co.uk

Membership of HomeSwapper is FREE for Bushbury Hill EMB tenants. In order to take advantage of this you must select ‘Bushbury Hill EMB’ as your landlord during registration.

You can also find groups on social media that connect social housing tenants looking for a mutual exchange.

How to apply for a home

In order to apply for a home manged by Bushbury Hill EMB you must join the Homes in the City scheme. All our available council homes are advertised exclusively on Homes in the City.

Local Lettings Plan


Bushbury Hill EMB has a local lettings plan which works in conjunction with the council’s main allocations policy.
The key features of the local lettings policy are:
      • 1 in 4 of all homes are advertised with priority to applicants with a recognised local connection
      • 3 in 4 two-bedroom homes are advertised with priority to applicants with a recognised local connection
      • A local connection is defined as any of the following:
        • Long term residency – having lived for 5 years out of the previous 10 within the Bushbury Hill estate management boundary.
        • Children at school within the area of the Bushbury Hill estate management boundary and live within either;
          1. the Bushbury Hill EMB area of management,
            or
          2. within 1km distance of that school.
        • Giving or receiving essential support which is evidenced by a social or medical need award which states the applicant needs to move to Bushbury Hill.
